According to the latest data released by the Ministry of Housing and Urban–Rural Development, 734 accidents and 840 deaths occurred in housing and municipal projects nationwide in 2018. Compared with the figures in 2017, the number of accidents increased by 42 and that of deaths by 33, increasing by 6.1% and 4.1%, respectively. The current situation of construction safety production is severe. For the chemical industry with high risk, the total number of chemical accidents in China has been declining in recent years. However, two major accidents occurred in 2017 and 2018, so the situation of chemical safety production is also not optimistic. The continuous development of the construction and chemical industries has promoted the rapid development of China’s economy. The problem is that production comes with many potential dangers, which are difficult to be discovered and dealt with in time, thereby increasing the probability of safety accidents. Lacking safety awareness, inadequate supervision, and poor safety technology are the main causes of safety accidents. Only by optimizing the enterprise safety system, enhancing safety training, strengthening the supervision of the regulatory department, and rationally applying safety technology can the safety level be improved and the robust development of the industry be promoted.
