Thoughts on accelerating the improvement of the water economy layout system: A case study of Guangxi

Abstract

Water is a fundamental, leading, and controlling factor in economic and social development. Developing the water economy is a specific action to deeply practice Xi Jinping's ecological civilization thought and economic thought. At present, there have been many theoretical and practical explorations on the water economy, but there is no clear and consistent definition of the water economy. To further promote the sustainable and healthy development of the water economy, based on referring to relevant theoretical research, drawing on the practical exploration experience of various places, and combining with the development characteristics of Guangxi's water economy, this paper puts forward the layout principles and overall ideas for developing the water economy, plans the macro-layout system for developing Guangxi's water economy, proposes the water-economy industrial structure that combines the direct value and indirect value of water resources, including four industry tracks with a trillion-yuan output value, four industry tracks with a hundred-billion-yuan output value, and ten professional tracks with a ten-billion-yuan output value, and explores the accounting method for the new output value contributed by the water economy. At the same time, it also puts forward some common and referential suggestions for the development of the national water economy. From the perspective of water-resource economy, it further recognizes the endowment, characteristics, advantages, and potential of water resources in Guangxi's economic development, which helps to promote the synchronous development of the construction of a modern water network and the high-quality development of the water economy, and helps to provide new impetus for high-quality green development under the guidance of the "Two Mountains Theory".
