    The purpose of studying and establishing the regulations is to instruct and standardize the establishment of construction planning of eco-county, eco-city and eco-province. The regulations definitely point out that the essential of eco-county, eco-city and eco-province construction is the capacity construction of sustainable development. The main content includes four aspects: eco-economy, eco-environment, eco-society and eco-culture. Based on expatiating the meaning, significance and requirement of construction planning, the regulations put forward the contents of planning and the procedure, method, means and approval procedure of planning establishment. The regulations can be applied to instructing the establishment of construction planning of eco-county, eco-municipality and eco-province in China. Also the regulations can provide help for censoring construction planning and for examining and assessing construction efficiency.

    The paper discusses the omission in analyzing the worst stressed state and the mistake in strength and stability checking computations method for compression and bending member, by analyzing the available construction calculation analysis program function, in order to approach the reason of Qijiang arch bridge breakdown. Especially the paper queries whether there exists the bend section modular calculating method for dumbbell or round end rectangular section arch rib, to prove the existence of a lot of unsafe factors in the steel pipe-concrete arched bridge. Finally the paper recommends, the designer to change the idea of unilaterally chasing new and strange into the principle of safe, durable and useful,so as to design and build the structure that will never break down for a century.

    Mechanical engineering is the basic content in traditional industry in China. Especially, the development of mechanical equipment will confine the development of many fields in national economy. The information technology is a frontier subject with rapid progress, and has been penetrated into many domains. This paper discusses how to use information technology to motivate and develop the traditional mechanical engineering from the viewpoint of mechanical product, i. e. mechanical product informatization. The paper introduces in detail the connotation, characteristics and realization steps of informatization. Combining with some achievements in authors' research practice, the paper mainly analyzes information fusion and feature extraction during the process of mechanical product informatization. In the end, the paper proposes that the theoretical breakthrough is essential for assuring autonomous intellectual property and kernel techniques.

    The hydrogen atomic protonized model was introduced in present paper for calculation of H2+ structural parameters. The dynamic equilibrium between Coulomb attraction and inter-nuclei repulsion force was discussed respectively from macro- and micro- time scale, and it is suggested that the charge barycenter, e/8, formed at the midpoint between two nuclei by distortional electron-clouds of hydrogen atoms, could astrict a naked proton. Three formulas deduced from above model for bond-length, bond-energy and force constant of hydrogen molecule ion were Re=2a0, . When atomic-unit used,they are respectively Re= 2au., De=0.109735au. and k=0.109735au.,which are satisfactorily accorded with the experimental values and Bishop's most accurate calculated values (Re= 1.997 735 336au.,De=0.102 375 331au.,k=0.102 896 975au.).

    Based on optimization of constrained nonlinear programming, an approach of clustering center and a fuzzy membership function of pattern classification are derived from an objective function of the constrained nonlinear programming. An unsupervised algorithm with recursive expression and a fuzzy central cluster neural network are suggested in this paper. The fuzzy central cluster neural network proposed here can realize crisp decision or fuzzy decision in pattern classification.

    High Q inductors are the important elements for RF circuit design. In this paper, the FDTD method is applied to explain the crowding effect of the spiral inductor , which can never be accurately analyzed by analytical solutions. The experimental results verify the FDTD simulation. The micro genetic algorithms and FDTD are combined to design the high Q inductor. The results show the efficiency of this exploration.

    The order-picking optimization of single-line fixed shelf similar to the symmetric and asymmetric traveling salesman problem is analyzed and proved. Then a new modified Lin-Kernighan (LK) algorithm is studied and applied it to the order-picking processes of the fixed shelves. The results of simulation indicate that the algorithm can reduce the computational complexity of time and space greatly, and also can find out the optimum solution quickly and steadily. The variation of the number of the order-picking points in wide range required by different tasks can be satisfied as well.

    A new method using accelerating rate calorimeter (ARC) was introduced in this paper to evaluate the thermal stability of energetic materials. By the method, the adiabatic decompositions of ammonium nitrate (AN) and non-explosive and irrestorable fertilizer-grade ammonium nitrate (NEIFAN) were investigated. The curves of thermal decomposition temperature and pressure versus time, self-heating rate and pressure versus temperature were obtained. The kinetic parameters such as apparent activation energy and pre-exponential factor were calculated. The effects of thermal inertia factor on the results of measurement of the adiabatic ARC are discussed. It was indicated that NEIFAN has better thermal stability and safety. At the same time, it can be shown that the elimination of NEIFAN explosive characteristic is due to the improvement on its thermal stability.

    This system can collect and check temperatures. It uses AD620 amplifier to magnify signals, LM331 voltage-frequency transformer to transform electricity quantity in the A/D transforming part, and 80C51 chip to collect and store data to communicate with PC by using Visual Basic6.0 language. This paper also offers the data from the Meijiang District to which the system is applied.

    The ignition of leaked fuel of the diesel engine is studied experimentally. The critical ignition temperature is calculated statistically. The difference between the ignition temperature and auto - ignition temperature of diesel is much less than that of other fuels. The ignition mode is also much different from its counterpart. The paper describes the detailed boiling mode of the leaked fuel on a hot surface. The equation to get the mass flux of the fuel vapor is given.

    The Fault Tree Analysis (FTA) is one of the most important methods in the safety system engineering. With FTA, the fatalness of the various kinds of system can be distinguished and evaluated, not only the direct causes of the accidents but also the potential causes can be deeply opened out. The consequences of accidents described with FTA are intuitional, intelligible, clear thingking and logical. The FTA can finish the qualitative analysis and the quantitative analysis. In this paper, the model of the Fault Tree visulization system is established based on the theory and technology of the visulization, the system functions are determined, the design of the system structure is finished and the FTA visulization system is developed. Furthermore, the integrated analysis environment that conbines the Fault Tree graph creation and Fault Tree dynamic analysis is constructed based on computer. The FTA visualization analysis system supplies high efficiency and correct technology and measures for accidents analysis and safely assessment.

    The Putaohua reservoir in Taizhao area is the typical low-permeability reservoir which developed EW, SN, NW and NE tectonic fractures with high angles in the periphery of Daqing Oilfield. The development degree of above four group fractures in succession die down. By effect of modern stress field of approximately EW direction, the connectedness, opening and permeability of EW fractures are the best, then are NW and NE fractures, and that of SN fractures are the worst. The development degree of fractures are controlled by lithology, thickness, fault and tectonic stress. The effects of fractures on development include pattern arrangement, injecting water and fracturing. According to geological condition and numerical simulation of oil pool, the development effects of similar low-permeability reservoirs by rectangle and lozenge well pattern are better than by inverted 9-spot well pattern and 5-spot well pattern. Due to development of fractures in low-permeability, the stratum cracking pressure reduces, which is liable to be exceeded by the injecting pressure. This will make injecting water to flow fleetly along fractures, and cause water flooding, influenceing development effect. Therefore, it is very important to control injecting pressure in the development of low-permesability reservoirs. The artificial fractures are controlled by the modern stress field and natural fractures in fractured low-permeability reservoir. According to fractures and their seepage characteristics, three sets of adjustment schemes can be adopted on the basis of existing inverted 9-spot well pattern. At the same time, good effects can be obtained by early mild injecting water, controlling injecting pressure, linearity injecting mode, dynamic preparing water, pulse cycle injecting, perfecting pour and pick system, well pattern adjustment, choosing fracturing well and controlling fracturing scale, etc.

    On the basis of analyzing characteristics of the central air-conditioning system, a fuzzy controller with self-optimizing parameters is proposed and applied into the temperature control of the system. To deal with the non-linearity, time delay and time variation of the controlled system, a method for optimizing the weighting factor a and the output scaling gain Ku is adopted in the applied rule-adjustable fuzzy controller. The experimental result indicates that the optimization method enhances the robustness of the fuzzy controller. As the temperature of the cooling water and the temperature of the circumstances change, the controller maintains satisfactory performance.
