    There is limited agricultural land but large population in China. Along with the rapid economic development, large area of agricultural land is converted to be nonagricultural use by numerous projects every year. There is obvious conflict between population growth and agricultural land reduction. In order to support sustainable economic development, the Chinese Government has decided to implement the protection system of primary agricultural land. Class 1 and Class 2 of high quality agricultural land is defined based on the detailed rural land survey. These higher quality agricultural lands are listed as primary agricultural land and protected with strict regulations. The primary agricultural land protection system is one of the basic conditions to support sustainable development and prosperity of China.

    This paper points out that China's refining industry needs to energetically improve its international competitiveness to realize the continuous development in the new century. It involves many aspects such as crude resource strategy, modern management of enterprises, industry system and mechanism, enterprise structural regulation, human resource mechanism and technical innovation. This paper brings forward some suggestions and countermeasures on product quality, deep upgrading, refining-chemical integration, IT and fuels substitute technology, as well as the development strategy on how to improve technical innovation and to strengthen technology development.

    The paper suggests that the geoscience and the geological prospecting circles in China should carried out research and development on four major geoscience project: Participating the Integrated Ocean Drilling Program (IODP) which is initiated by Japan; Developing deep sea mineral resources (mainly nodules) within the scope of the exclusive economic zone of China in the northwest pacific; Formulating technical policy for exploiting natural gas hydrate and carrying out research on the related technology and equipment; Accelerating the exploration of deep geoscience earth conducting super-deep continental scientific drilling on the Qinghai-Tibet plateau.

    This paper presents a method for vehicle license plate localization using texture and wavelet analysis. In view of the complex background and the small ratio of the license plate area to the whole picture, a method for finding a threshold for primitive classification is proposed. According to the distribution regularities of the characters in the license plate, a binary texture primitive analysis method is presented to extract the candidate license plate areas. A feature of the vertical strokes in the license plate is extracted using wavelet analysis. The feature of the vertical strokes, position feature and shape feature are quantificationally evaluated using membership degree, and a method for selecting the license plate area from the candidates by integrating all the features is described. A test shows that the proposed method offers a localization correctness rate of higher than 96% .

    Two kinds of parabolic mild-slope equations are studied systematically. By numerical modeling wave transformation over four typical topographies, the accuracy of numerical schemes, the effect of grid number on the solution accuracy, the sensitiveness of the models to the incident wave angle and the effect of weakly nonlinear terms on the numerical results are discussed in detail. These results can give some theoretical guidance to the applications of parabolic mild slope equations to wave propagation over complex topography in large coastal areas.

    This paper builds virtual prototype of heave compensation equipment by means of parameterized, concurrent and integrated design technology, and studies virtual simulation experiment. At the same time the paper discusses application of cooperative design in complex system. The conclusion can provide a design theory reference method for deep-ocean exploitation system frame design.

    Several non-dimensionalization changings of single-index data sequence and their characteristics are studied in this paper. An improvement model on degree of grey slope incidence is developed. The improved one can reflect the positive and negative relation of sequence and by the model the value of the degree and coefficient of grey incidence does not change with any non-dimensionalization processing on the raw sequence. At the same time, the characteristics of the degree and the coefficient of grey incidence are studied. It is found that this method makes good use of the information of every timetable and its correlation of positive or negative, and the result of grey incidence analysis by this method is more scientific than before and is easier to calculate on the computer.

    This paper presents the concept of analogous difference of Boolean function, and call the Boolean function an analogue difference balanced function if whose analogous difference is balanced at any nonzero point. The aim of this paper is to study their cryptographic properties and construction methods. Making use of analogue bent functions, the paper proposes an efficient and sufficient condition for a logical function defined on 〓 to be perfect nonlinear, and get all perfect nonlinear functions defined on 〓.

The paper focuses on various techniques of wastewater treatment and multipurpose utilization in farm, It also evaluates the common techniques such as natural bio-treatment of wastewater, anaerobic bio-treatment, aerobic bio-treatment and advanced techniques (such as anaerobic-aerobic combined treatment, eco-engineering treatment technique).

    In this paper drifting nature in the evaluation conclusion of single method is investigated in order to offer the experiment basis for combination evaluation. First, real evaluation problems are divided into 3 classes and emulation experiments are carried on them separately. Then, objects to be evaluated are generated by Matlab 6.1, and are evaluated by using different methods. Third, the compatibility of the comprehensive evaluation methods is discriminated. Finally, the average of the compatible methods is adopted as reference frame in order to measure drifting degree of each method quantitatively.

    Dust-storm is a kind of severe weather, which has comprehensive and significant impacts on socioeconomic development and people's livelihood. Enhancing the abilities of dust-storm monitoring, predicting and service will be of great benefit to the country and people. At present, the comprehensive operation on dust-storm monitoring, predicting and service is still in a preliminary stage, its abilities of operation cann't meet the needs of implementing the real-time and quantitative monitoring and providing the efficient service. The implementing of the first phase project of dust-storm monitoring, predicting and service system will improve greatly the service ability and level for the sustainable development and make a greater contribution to the building of better-off society. The first phase project mainly involves monitoring subsystem, predicting, warning and service subsystem and communications and transmission subsystem, etc. The first phase construction should take a series of measures to address project overall benefits, such as making better use of current monitoring resource, taking into account the standardization of data format and projects integrity and extensive abilities and so on.

    The aim of the present review is to provide the reader with a brief discussion on the mathematical modeling techniques, currently available for compartment fires. The relevant underlying physical assumptions are presented first and the conventional model performance is analyzed in the range of application. The final part of the review deals with current trends and perspective of mathematic fire models and highlights the need for extensive validation studies and interaction between theoretical and experimental investigations.

    In the paper, based on the reliability-based design theory and the reliability sensitivity analysis method, the reliability-based robust optimization design for automobile components is extensively discussed and a numerical method for reliability-based robust optimization design is presented. The reliability sensitivity is added to the reliability-based optimization design model and the reliability-based robust optimization design is described as a multi-objective optimization.

Even though it is investing huge number of money with infrastructure every year, the value engineering hasn't been used in construction management.
