    The paper expounds the significance of independent development in the fields of politics, military affairs, economy, security, science and technology, etc. It suggests that most of industries in China be provided with the capability of independent development and international competitiveness within 10〜15 years. It analyzes the possibility for achieving this goal. The paper also suggests that the environment favorable to independent development be created in the aspects of ideology, spirit, laws and regulations, policies, system as well as dissemination and public opinion.

    Aiming at urban accidents that affect the development of urban economy and social stability, this paper discussed the dynamic simulation models and techniques of typical urban fatal accidents, and developed the assistant decision support system for urban emergency response. The function of this system included: Dynamic simulation of the typical accident of different functional district of city; Decision for the response to grave accident of different functional district of city; Emergency preparedness plan database for different functional district in the city and different type of accidents; Decision for response to grave accident of city and decision for commanding and dispatching. This system used advanced information management and engineering, could find the hidden accident, control the accident and rescue in time, thus reduced the property loss and casualty to minimum extent.

    Spartina alterniflora Loisel was used to protect slopes in sea wall engineering, which replaced the traditional protection model of sea wall by large area of claybank. Because the stems can prevent sea wave and the root systems can strengthen the dyke, significant effects was got on slowing the current, eliminating the sea wave and immobilizing the soil. As an important component of blow - fill-construct sea wall engineering, erosion of tide and stormy waves on sea wall water-meeting slope was effectively prevented or alleviated and safety of sea wall was guaranteel by using Spartina alterniflora to protect slopes. Significant engineering, economical and ecological benefits were obtained.

    This article discusses the essence and characters of the Traditional Chinese Medicine (TCM), as well as the formation and devopment of the TCM theory. TCM as a science, which is aimed to cure the sickness and save the patient, belongs to the category of applied science. It is a natural science with the characters of the social science and humanities. The experience medicine was the dominating content of the ancient TCM, while it progresses to the modernization TCM in the modern times. TCM theory took its source at a great deal of practice which was a long time fight with disease. From the accumulation and integration of the practice experience to the perceptual cognition and then sublimated to rational cognition, TCM theory widely adopted the ideology and method as well as the Weltanschauung of the ancient philosophy and humanities, and then gradually developed to the systemic TCM theory. This article emphasizes that the aim of the TCM modernization is entirely improving its ability of preventing and curing disease. The key of the TCM modernization is constant development and innovation, including the modernization of the herb and medicine as well as the theory of the TCM. This article will especially discuss the content and emphases in the modernization of the TCM theory, and some things that should pay attention to are also included.

    In this paper, an algorithm in which active function is improved is proposed through analyzing the conventional BP algorithm, and different learning rates are used to increase the learning speed in each layer. The multilayer forward neural networks are used to establish the inverse kinematics models for robot manipulator by this improved BP algorithm. The simulations demonstrate that the proposed method is effective, and improves the inverse kinematics solutions for robot manipulator as compared to the conventional BP algorithm.

    Aiming at performance evaluation of automatic target recognition (ATR), the dynamic model is built. Then, with the application of Lyapunov stability theory, the stability of performance in ATR system is analyzed. At the same time, a simple simulation for the theory is given.

    Assessment of mechanical characteristic for reinforced concrete precast arc shaft lining is achieved by experiment and finite element analysis. The finite element results agree well with measurements from laboratory, which validate the calculation model. At the same time, the load carrying capacity of the high strength reinforced concrete precast arc shaft lining is very high. The factors which influence its load carrying capacity are, in turn, the ultimate uniaxial compressive strength of concrete, the ratio of the thickness to the radius and the ratio of the reinforcement to the concrete. Under the load of uniformity, with the strength grade of concrete increases 10 MPa, its load carrying capacity raises 1.26 MPa. The ratio of the thickness to the radius increases 1% , its load carrying capacity raises 0.85 MPa. However,when the ratio of the reinforcement to the concrete is enlarged 3 times, its load carrying capacity increases only 0.1 MPa. Therefore for designing the high and strong reinforced concrete precast arc shaft lining, the ratio of the reinforcement to the concrete needs only to be considered from the structural point of view rather than improving the load carrying capacity.

    In this paper, the main results are concerned with the Walsh transform and the autocorrelation function of select logic functions. Select logic functions with large number of variables have perfect stability and can resist towards cryptanalysis of best affine approximation, but they can't resist towards differential cryptanalysis efficiently because of weak propagation property. By a linear transformation of coordinates, an explicit construction for functions satisfying the strict avalanche criterion or Being correlation immune is provided.

    The Hilbert energy spectrum's principle in HHT is analyzed in the paper; Aimed to solve the end problem in the instantaneous spectrum figure, the cause is researched and ARMA model is introduced in the calculation of Hilbert of HHT. By the simulation of several typical IMFs about vibration signal of rotating machine, and comparing with the conventional methods, the advanced method is proved to be able to improve the end problem effectively and optimize the Hilbert energy spectrum greatly.

    The shallow-water equations and pollutant convective-diffusive equation are transformed into curvilinear coordinate system. The anisotropic algebraic-stress turbulent model is introduced to simulate the turbulence items, and algebraic-stress turbulent model of planar 2-D pollutant convection-diffusion in curvilinear coordinates is built. The meandering channel with measured data of concentration in lab is adopted to validate the model. The comparison between the distribution figure of pollutant concentration field calculated through this model and that of the k-ε model shows the model in the paper is superior to k-ε turbulent model in dealing with anisotropy.

    Due to the extensive terrain region and complicated irregular topographic form, great difficulties have been encountered during the design and construction of large-scale water resources and hydropower engineering. With the development of modern hydropower engineering, 3D digital terrain models have obtained wide applications, such as dynamic fill and dig of terrain, site layout, cruising of general construction layout, and 3D geological modeling. These are involved in all research contents of terrain visualization, including representation and transformation of digital terrain, multiresolution model, terrain simplification and terrain reality. Based on the example of Jinping first-level hydropower engineering, the TIN model in the dam area and the multiresolution model in the region of general layout were realized using Delaunay algorithm and multiple level of details technique, respectively. Finally, according to the special requirements of 3D geological models, the NURBS technique was introduced to rebuild the simplified terrain model based on TIN model. This NURBS model not only occupied small storage and had low accuracy loss, but also could be easy to operate and analyze graphics visually. The realization and successful application of these models will promote the development of hydropower engineering toward digitalization, visualization and intelligentization.

    This paper presented a new approach to realize the optimal distribution of auto-control valves in water supply network by hydraulic calculation. Firstly, the local headloss of the auto-control valve was introduced to the pipe network's hydraulic calculation. Then, the valve was supposed to be set on each pipe with different opening degree, following which the influencing degree on network was calculated under each situation. Last, this approach was tried on an example water supply network, and a general principle for the optimal distribution of auto-control valve was obtained. Through application it could be found that this approach was practical, easy to operate and suitable for application to water corporations.

    The characteristics of metal belt drive with magnet (MBDM) are introduced in this paper. The transmission characteristics are also analyzed and discussed, such as effective tension, linear velocity and elastic sliding ratio. Finally, some performance parameters involved are determined by experiment. The results show that the friction force between pulley and metal belt can be increased by a great extent because of the coupling action of magnetic attraction and initial tension. The transmission efficiency of MBDM can reach from 95 % to 98 % , but the elastic sliding ratio is usually not more than 0.1%.

    Voice transmitted over wireless LAN faces serious challenge because of the fluctuation of the wireless channel. In this paper, the transmission of voice over wireless LAN is firstly analyzed. Taking collision probability into account, the stochastic analysis based on a Markov chain to calculate the upper bound number of simultaneous VoIP calls that can be supported in a single cell of an IEEE 802. llb/a/g network is proposed. The upper bound capacities of G. 711, G. 729 and G. 723.1 code transmitted over 802. llb/a/g are figured out. The simulation results from NS2 simulator have validated the analysis values.

    This paper introduces the Networks model to analyze the process of fire spread among the rooms. It finds out the dangerous factor through calculating the probability and time of defferent fire spread path under defferent conditions. The process of fire spread can be controled effecting by strengthening the safety precautions. Results indicate the Networks model can predict the possibility and hazard of fire spread among the rooms.

    The chemical quantum energy is a new type of energy source between chemical and nuclear energy. It is called chemical quantum energy because the excess energy is generated from the transition of outside orbit electron of atom to a lower quantum energy level. The possibility to release the excess energy appear only under the excited condition by “energy hole” resonance absorbing the energy of atom. The new hydrogen energy can be the new type of energy for sustainable development, because it has rich resource (the hydrogen can be on line obtained from water), and is friendly to the zoology and envelopment. For example,in the reaction of He-H2 system,which exists in the nature, the helium ion can be taken as an “energy hole”. Excess energy has been measured in laboratory in the macro characteristic. In the publicized data,the maximum ratio of output to input power can be over ten. Spectroscopic or exciting methods are used for microscopic measure to obtain characteristic spectrum in each phase, to identify such processes as resonance energy transition, exciting quantum transition of the outside electron, release of the chemical quantum energy,as well as the production of new type of hydride. The macro characteristic shows that, if optimization process is stabilized, it can find applications in some suitable domains.
