    The strategic oil reserve is very important for every large country in the world. In order to meet the basic requirement of the state safety, 3 months strategic oil reserve in every large country was proposed by the different international organizations such as UN, EU, etc. For China, the total amount of strategic oil reserve must be up to about 30 to 90 millions. It is very difficult to achieve it without enormous capita in short time. Based on a new conception as "function reserve" to replenish the "resource reserve", this goal could be more easy to be accomplished.Namely, storing more methanols replaces some percentage of oil. Moreover, the state safety should be ensured. This topic is discussed in the article in detail.

    Based on basic principle of philosophy, the problem of global climate change is discussed by citing the data of geologic history and hydrometeor. The result shows that global climate change is continuing and the main motive force causing climate change is nature itself but not mankind; the current stage of climate change is a fluctuation part of whole stage of climate change and the change tendency is not eternality; the scope of the current stage of climate change is not exceeding the one of historical climate change. According to the points mentioned above, it may be concluded that the artificial emission of CO2 is not the main factor causing global climate change. So it is reasonable to analyze and treat particular climate change problem with special measure in the condition of different space-time.Finally some suggestions on dealing with the problem of climate change about China are proposed.

    The therapeutic effects of acupuncture are well known. Based on previous and existing experimental results, we combine the basic theory of acupunture and meridian with that of neuroendocrine immune system and propose a new tentative theory of human meridian. We hypothesize that the human meridian system consists of neuroendocrine immune networks with numerous sensitive nodes and their functional connections. The complex meridian networks are then not only spreading over the whole human body but also taking effects on body through those sensitive nodes and their functional connections.

    A remote terminal unit of pharos monitor system based on double MCUs is developed to lower its power cost down to 30 mA/4 V. Multi-buffer and multi-class are used to deal with pharos's data. RTCM is transferred through GPRS VPN to improve accuracy of GPS up to 0.9 m. The extended GIS based on S-57 is the platform for users. The system has been running in the Three Gorges along Yangtse River for almost 4 years, and it still works well.

    Scale effect exists in the model experiment, so large-scale model is generally utilized to reduce the scale effect. Based on Laxiwa arch dam, the hydroelastic model with a scale of 1∶100 is built, which is made of weighted rubber. The fluid-structure coupling system consisted of dam, foundation, water and fluctuatinon pressure is simulated overall. Some advanced testing equipment, technique and data processing software were used. Overall test and analysis of the modals and vibration response of dam and appurtenant structure under several working conditions were performed. The equivalent load is determined by inverse analysis method for flow induced vibration, then the dynamic response of the dam is obtained and influence of flow-induced vibration is assessed.

    An unstructured-finite-volume method is used for investigating the new technology of crude oil pipeline and products pipeline laid in one ditch. The new technology is simulated. The thermal impact of the products pipeline on the hot crude oil pipeline, especially on the crude oil temperature is studied with the varying pipeline intervals.

    Fire design is the basis of quantitative evaluation in performance-based fire design, which includes the determination of fire location and heat release rate (HRR). Take large-scale exhibition hall for example, utilizing fire radiation model and smoke radiation model and combining the simulate result of CFAST 6.0, analysis of fire grown situation is taken with different fire locations in large space. Research reveals: only considering fire radiation, when fire develops in a location of bilateral symmetry, fire grows faster with HRR peak values are larger and the time of attain HRR peak value earlier and duration time are shorter than others. Thereinto, fire grow fastest when fire develops in the location of center symmetry. Moreover, combining fire radiation and smoke radiation, HRR peak values consumedly increases and almost the same in each scenarios. But other rules, which contain fire growth and the correlative time, when considering fire radiation and smoke radiation, is the same as the situation of just considering fire radiation.

    A spiral structure of cooling tower is designed for heat exchange of gas & liquid.The method includes the locating of the outer spiral line on the tower wall and the inner spiral line on the central axial pipe, as well as the topologic shape in the plane for the curving board between the two spiral lines. According to the basic parameters of cooling tower, the critic parameters of spiral curving board can be ascertainable, so as to accurately link up the tower board with the tower wall and the inner axial pipe.

    The excitation in actual circuits is always nonideal, which has a definite impact on the analysis of interconnect delay. Considering the impact, the analytical delay model is proposed and the analytical delay method based on coupled RLC interconnect is presented. Then the decoupling method is improved and the coupled interconnects model under ramp input is decoupled when analyzing the interconnect segments. Finally the two-pole model is combined with the improved modified one-pole model to simplify the transfer function and the expression of delay of coupled interconnects is proposed. Experimental results demonstrate that the analysis method can evaluate the delay of coupled RLC interconnects effectively.

    This paper establishes assembly model according to the intuitionistic graphics mode characteristics of petri net, and gets feasible assembly sequence according to the principle of petri net. Most of factors influencing assembly sequence are certainly qualitative, fuzzy, non-numerical, assembly sequence is regarded as a gray system, and grey clustering decision method is adopted to evaluate feasible assembly sequence. This paper analyzes the gray classification of the influence factor and studies grey clustering decision method steps. The analysis of example indicates this method can evaluate correctly the feasible assembly sequences according to the principle of petri net and obtain decision vector.

    Acoustic emission (AE) signals initiated by mechanical faults or damages is composed of two types of signals: high frequency burst impulse signal and long period quasi-stationary noise signal. Wavelet scalogram has a particular time-frequency localization, which helps it to be well used for describing the time-frequency characteristics of AE signals. By analyzing the characteristics and feature extraction of typical AE signals, the paper applies wavelet scalogram for fault diagnosis based on AE technique, and presents the wavelet scalogram analysis method of AE signal for the first time. By theoretical analysis and simulation, the wavelet basis function and parameter related to the function are defined. So the limitation that best time resolution and frequency resolution of wavelet scalogram cannot get at the same time is overcome effectively. When applying wavelet scalogram for fault diagnosis of rolling bearings based on AE techniques, the results are quite visualized, clear and accurate. Both simulations and experimental research prove that wavelet scalogram can be used for condition monitoring and fault diagnosis based on AE detection well.

    Composing superresolution of the remote sensing images can remedy the deficiency of the remote sensor. However, precision of the common interpolations are not high. The paper analyzes the subpixel theory of the remote sensing image and interpolates two images offsetting subpixel in order to reconstruct high resolution image. The algorithm of adaptive threshold wavelet denoising based inter-scale is used. Experiment results show this algorithm is better than common methods.

    The principle and practice of main pretreatment methods were reviewed starting with an introduction of the necessary of pretreatment of lignocellulosic materials. In the end, the authors brought forward some suggestions for the development of pretreatment techniques for the biethanol production from lignocellulosic materials. It is hoped that this paper would lend some help to the conversion of lignocellulosic materials to the biethanol production.

    According to the theory that the present data contains more future information than historical data in time-series,the paper extends the prediction method of least square support vector machine and obtains a more general prediction model of least square support vector machine,and develops algorithm of the extended prediction model.Prediction examples of two time-series show that the extended model is more effective.Therefore it improves the value of the prediction method of least square support vector machine.
