    Engineering is an important and complex activity during the process of human survival and development, and to enhance its management effectiveness is the key to ensure social development. The current engineering activities appears a series of discord and lack of innovation, such as less integrated innovation, frequent accidents, and so on. The core of enhancing the effectiveness of engineering management is that the manager can achieve interactive development of harmony and innovation on the basis of perfecting engineering harmony and innovation. It defines engineering harmony and innovation, and then proposes that harmony is the new starting point and final goal of innovation; conversely, innovation is the motive power for the maintenance of harmony, and the drive for achievement of a higher level of harmony. Research on interaction between harmony and innovation is conducive to change our traditional view of engineering innovation, pursuit the harmony in inner organization and harmony of engineering and ecological environment and meet the needs of sustainable development.

    In recent years, the energy consumption of China increases very fast and its utilizing efficiency is low, which is an issue standing out relatively, thus the prior law on energy conservation can not meet the requirement of the work on energy conservation nowadays. In order to promote the work on energy conservation in the whole society, the Standing Committee of National People's Congress enacted the amendment of the law this year. This article introduces the fundamental conceptions and main contents of the revised law, together with the initial effects after its implementation.

    The prevalent significance of the three-stage division method of engineering project management is discussed. Though there are universal rules for engineering project management, it is not necessary to advocate a fixed model, because every engineering project has its own characteristics. Engineering project management should abide by the principle of proceeding from actual condition, managing scientifically and creating management characteristics. The Three Gorges project was taken as an example to discuss practice of engineering construction and management.

    There is a glorious historical mission that set up the Chinese school of modern guanli science (CSMGS) which has basic characteristics as Chinese, modern, world, opening. The basic passes of setting up CSMGS are making foreign things serve China, making the past serve the present, making the latter days serve today and future, and by meta-synthesis. Because the Chinese word guanli includes several English words as management, administration, run, supervise, governance, etc., which is one-to-many but not one-to-one, so the paper suggests directly using the guanli as translating those English words for overcoming the difficulty of academic intercourse. Guanli activity is the second kind of human activities serving for the first kind of human activities (i.e. operating activities); Guanli Science (GS) is the knowledge system of all the principles and rules of guanli activities and guanli work. As test, the engineering guanli (EG, i.e. engineering management) is our first research object.

Shendong's overrall productivity efficiency, production scale, safety level, environmental-protection level and resource recovery rate all reach the world advanced level.

    Standardized design, modular construction, digitized management and market-driven operation is a project construction mode taking shape during the development of Sulige gas field, which fits in with the development of low permeability gas field in PetroChina Changqing Oilfield Company, and promotes large-scale, economic and effective development of Sulige gas field. The new mode has also been applied and popularized in the oilfield development. During the process of "developing large oilfield, constructing large gas field, and building Chinese major energy resources production base" , the extensive application of the mode and innovations of the project construction will accelerate construction speed and promote construction quality to rapidly increase oil and gas production of PetroChina Changqing Oilfield Company.

    Strong earthquake brings great loss to people's lives and property, post-disaster reconstruction task is urgent and arduous. Managers need to make a comprehensive and scientific decision-making according to the principle of people-centered, scientific planning, overall consideration, step-by-step implementation, self-reliance, national support and community help,and make reasonable distribution to the huge input of human and material resources to achieve their maximum effectiveness. The paper uses system modeling ideas and methods of co-ordinating plans to explore this issue, from the perspective of post-disaster reconstruction overall situation, establishes a mathematical model of reconstruction's prior recorder and meeting the limited resources,and offers theory support to reconstruction task's reasonable statistics planning, with a view to enlighten and help decision-maker.

    This thesis briefly introduces the emergency handling of Tangjiashan barrier lake, and concludes the general cognition for the barrier lakes handling. Based on the risk management and risk decision-making, discusses the connotation and application of the thesis disaster reduction management project, and analyzes the importance of Tangjiashan barrier lake's successful handling for the enrichment and development of disaster reduction management theory and practice. Finally, several conclusions are educed for disaster reduction management.

    It is a key link to realize development plan of western traffic construction of China's "The Eleventh Five-year Plan"  by accurately and objectively post-evaluating the social and economic benefits of research results of traffic science and technology projects and strengthening the management of project achievements and the transformation of them to productivity. Based on the determination of the performance evaluation implementation flow of the traffic science and technology projects, and standing at the post-evaluation perspectives analyzing the social and economic benefits, this paper builds relatively perfect project evaluation criteria and establishes the systematic framework using Microsoft Visual Basic 6.0 and Access 2003. It fully realizes the scientificalness, effectiveness and rationality of the traffic science and technology projects evaluation, promoting the decision process much more programmed and scientific.

Besides, it sets up the synthetically three-dimensional appraise model considering the benefit request of the different stakeholders. And it gives a comprehensive evaluation of the large scale project success from three perspectives of the target fulfilling degree, the triple bottom line performance and the whole life cycle.

    Architecture Department of Central South University, Changsha 410075,China)[Abstract]Since the founding of the People's Republic of China, the industrial output of Chinese construction industry have been steadily improving, but some basic problems,such as low profit, low efficiency of Chinese construction industry haven´t been smoothed away radically. Based on the idea of expending service field and increasing the additional value of construction industry to promote the core competitive ability of Chinese construction industry, this paper has constructed the engineering value system of construction industry and has defined the concept of relatively additional economic value through the broad construction industry and the broad life-cycle of engineering project.According to the analysis result of Chinese construction industry situation, this paper has studied the increment characteristics of the additional value in different stages in the broad construction industry, worked out the smile curve of Chinese construction industry, and thus has predicted the future development direction for Chinese construction industry,and finally discussed the upstream, the middle reaches and the downstream as well as the whole development strategy in order to promote the core competitive ability of Chinese construction industry.

    According to the technical requirements of Hangzhou Bay Bridge deck pavement for high-viscosity modified asphalt, a new type of high-viscosity modified asphalt was developed. By analyzing the base asphalt, SBS, the infrared spectra of chemical additives, on the basis of studying the microstructure changing laws of modified asphalt in modifying process, it is proposed to use the modified asphalt compatible design, which is SBS plus chemical reaction agent tackifier TW-1 and compatibilizer TW-2, so that the low-temperature ductility and elastic resilience of the modified asphalt are improved, at the same time, the dynamic viscosity of 60 ℃ is greatly enhanced, and the construction will not be affected. The high-viscosity modified asphalt has been successfully applied to Hangzhou Bay Bridge project.
