  • The Comprehensive Research Group for Research on Several Strategic Issues on Eco-Civilization Construction

    To achieve the transition from “industrial civilization” to “eco-civilization” in China, Chinese Academy of Engineering joined hands with China Development Bank and Tsinghua University to launch a major consulting research project “Several Strategic Issues on Eco-Civilization Construction”. From the strategic point of view, the research explores the major strategic issues on combining the three pillars of eco-civilization construction (resource conservation, ecological safety, and environmental protection) with new industrialization, urbanization and agricultural modernization. The research proposes homeland ecological security, allocation pattern of soil and water resources, sustainable energy development strategy, ecological protection and construction strategy, environmental protection strategy, new industrialization strategy, new urbanization strategy, agricultural modernization strategy, green consumption and cultural education strategy, and green transportation strategy during the construction of eco-civilization. As well, it presents the goals and obligatory targets of eco-civilization during the “13th Five-Year Plan” period and the policy guarantee for eco-civilization construction, providing decision support for accelerating eco-civilization construction in China.

    Ecological civilization is a new stage of human civilization. It is a more complex, more progressive and more advanced mode, accompanying the development of human society. In China, the promulgation of ecological civilization has been promoted to the level of national development strategies and has been gradually put into practice. From the perspective of the relationship between man and nature, the paper is started by analyzing the evolution process of human civilization, underlying that ecological civilization is a new form preceding the primitive civilization, agricultural civilization and industrial civilization. Furthermore, the paper explains the international and domestic backdrop for promoting ecological civilization in China. Based on the changes of the national development concepts since the foundation of a new China, this paper interprets the five opportunities for promoting ecological civilization in China. Finally, the paper proposes strategic recommendations based on the current situation, in order to provide reference for ecological civilization theory and practice in China.

    Green development is a concept and development direction that must be established by China in the process of development confronting more and more stringent resource constraints, severe environmental pollution and ecosystem degradation. By analyzing the achievements of China’s industrial development in recent years and the challenges being faced to, this paper proposes some countermeasures and suggestions for the green development of the industry in China such as promoting the combination of source reduction and end-of-pipe treatment, constantly intensifying the application of information technologies in the industrial process, vigorously developing the circular economy and the strategic emerging industries, and accelerating the development of the productive service industry.

    This paper deeply investigates how to seize overall development strategy of ecological protection and construction with multi-disciplinary, wide-ranging, all-dimensional, multi-layered and opening strategically research method under the guidance of ecological civilization construction concept. It presents the basic ideas, basic principle, strategic goals, strategic distribution, primary mission, strategic emphases and policy recommendations of ecological protection and construction, which will play an important role in promoting ecological protection and construction in China.

    In order to achieve the goal of “Beautiful China” and the strategic task of ecological civilization construction, it is objectively required to further strengthen the strategic position of environmental protection. Based on the development trend of global economy, science and technology, as well as China’s economic social development trend, resources and energy demand, environmental protection target in the next 10–15 years, this study deeply analyzes the current situation, predicts the development trend and shows the existing issues in the field of environmental protection, comprehensively understand the characteristics and requirements in the “new period”, and propose the strategic thinking and major initiatives in the national environmental protection focusing on the fields of atmospheric environment, water environment, rural and soil environment, solid waste pollution prevention and control, marine environment, environmental risks and health, international environmental protection in the next ten years, especially during the period of the “13th Five-Year plan”.

    The 13th Five-Year Plan period is crucial for China to accelerate eco-civilization construction and to complete the construction of the moderately prosperous society. Based on the judgment of eight key challenges faced by eco-civilization construction, this paper proposes the goal and obligatory targets of eco-civilization in the 13th Five-Year Plan period, and also proposes nine key tasks and five policy recommendations. The key tasks include developing green economy to promote economic transformation and upgrading, improving efficiency of energy and resource to build environment-friendly and resource-efficient society, implementing ecological construction projects to promote ecosystem services capability, solving outstanding environmental problems that threaten people’s health, setting and strictly observe ecological red line, promoting new-type urbanization to coordinating urban and rural development, carrying out national ecological assets accounting and building up monitoring platform for ecological assets, carrying out national ecological civilization new culture movement, and implementing national science and technology major project of ecological civilization

    Energy is the premise and foundation for the evolution of human society civilization, and its development plays an important role in ecological civilization construction. Meanwhile, the innovation of energy production and utilization modes are also the keys to economic and social transformation and upgrading. This research states the social function of ecological civilization and energy innovation, and analyzes the gap in energy development between China and the developed countries and the problems. Furthermore, the challenges and opportunities faced by China’s energy development are summarized on basis of the general developing trend of future world energy. Along with the analysis on energy demand forecast, the necessity of China’s energy transformation is clearly stated to provide fundamental references for strategic decision-making in China’s ecological civilization construction and energy development and transformation.

    There are complicatedly interdependent and interactional relationships in Energy-Economy- Environment-Ecology (4E) compounded system, and the coordinated development of 4E system is the final goal of sustainable social development. In this paper, on the basis of game theory and collaborative analysis of the development of 4E system, and according to the people-oriented principle, we construct a distinct evaluation index system of 4E development by Analytic Hierarchy Process (AHP), and work out the coupling coordination degree of 4E system by coordination coefficient method. Through empirical study, the coordinating evaluation model and the corresponding calculating method can quantitatively express the status of coordination development of 4E system, which provides the decision-making basis to coordinated 4E development.

    There are four major issues in current status of resources, ecology, environment in China, including the environmental pollution, soil erosion, floods and droughts disaster, and biodiversity loss. This paper comprehensively evaluates the ecological and environmental security in terrestrial ecosystems in China, based on 16 indicators including security of water, land, atmosphere, and biomass resources. According to similarities and differences of the ecological and environmental macro-zonal distribution, the terrestrial ecosystems in China is divided into 10 one-level regions and 54 two-level regions, major ecological and environmental problems are analyzed, and proposals for realizing re-balance strategy of human and nature are put forward.

    Accelerating the development of energy conservation and environmental protection industry is very important to promote industrial restructuring and the transformation of economic development in China, and is an important strategic choice to tackle climate change and to seize the high point of future competition. This research demonstrates the current situation of energy conservation and environmental protection industry in China, and analyzes the problems faced by the energy conservation and environmental protection industry in the developing process, key areas in future development, and direction of technical development. It proposes the target, key supporting projects, and suggestions to energy conservation and environmental protection industry development in 13th Five-Year Plan period in China.

    Over the past 30 years, China’s rapid urbanization process has brought along some issues such as excessive consumption of resources and environmental pollution, as well as other phenomena contrary to ecological civilization, and therefore is unsustainable. The core of ecological civilization and urbanization are people. New urbanization and ecological civilization construction have the same target. Considering the feedback mechanism of the four subsystems (resources, environment, economy and population) to urban development, the concept of ecological civilization should be run through the whole course of urbanization development and urban construction in the aspects of economic, political, cultural, social, etc. In addition, the ecological planning and intelligent design should be done in the urban development on the aspects of production, consumption and infrastructure construction, so as to realize the new urbanization development model with the characters of environment-friendly and resource-saving.

    With urbanization accelerated, rapid industrial and economic development, and huge consumption of energy, Chinese urban area are facing a range of serious environmental problems. The same dilemma has been witnessed in UK, Germany and the U.S. successively during the period when their urbanization ratio reached 50 %, and the three developed countries have set up a variety of solutions addressing the mass pollution. Based on profound researches on those solutions and the current pressures and challenges facing to eco-urbanization transformation in China, this paper proposes the strategic solutions for the eco-civilization construction in the process of new urbanization in China.

    The promotion of agricultural modernization faces many problems, such as the shortage of agricultural resources, worsening environmental constraints, the upgrading of agricultural structure and serious aging trend of rural labor force in China. Based on the concept of “green, recycling and low-carbon” development, this paper states the agricultural development of eco-civilization, and then discusses the main modes of the construction of agricultural modernization based on eco-civilization. Through transforming the mode of agricultural production, optimizing the agricultural spatial arrangement, adjusting the agricultural industrial structure and changing the way of rural life, this paper suggests China to follow the paths characterized by efficient output, safety product, economical resource and friendly environment for the development of agricultural modernization.

    This paper deeply investigates the basic concept, strategic status , basic form with the method of document analysis, field survey, experts counseling and focus group interviews to analyze the concept of ecological protection and construction, to identify the status of ecological civilization, and to clarify the current situation of ecological protection and construction, which lay a foundation for confirming the development strategy of ecological protection and construction. The result shows that ecological protection and construction is one of the three subjects of ecological civilization construction. It is fundamental in ecological construction even in human existence and development. The underlying state of ecological protection and construction in China can be summarized as “obvious achievement, partial improvement; weak foundation, severe situation”.

    Green consumption is an important part of China’s ecological civilization building and sustainable development. To promote green consumption, it is critical to clarify the development path of China in the next period. The focus of China’s future development should be shifted to quality rather than quantity. Accordingly, green consumption should be understood as a consumption style that is sophisticated and moderate, with an emphasis on spiritual uplift. The paper will further expound the concept and offer some suggestions for public policies.

    According to the features of using process, the energy use could be divided into two categories including the energy use in the field of consumption (EUFC) to provide services and the energy using in the field of production (EUFP) to provide products. The feature of EUFC is different with EUFP, including evaluation methods, energy saving approach and developing strategy, etc. Considering its potential to be the main growing sector in the next period of energy consumption, more attention should be paid to EUFC. In this paper, based on the analysis of its features, the measure of EUFC and the energy saving approach are recommended, as well as the suggestions to the present situation in China.

    Ecological civilization construction is the theoretical innovation of the path to socialism with Chinese characteristics, and the fundamental element in building a beautiful China and implementing the “moderate prosperity” program in a well-rounded way. At the 17th National Congress of the Communist Party of China, strategic mission for the construction of ecological civilization is established. Since then, ecological civilization has been developed vigorously all over the country. Nevertheless, in terms of the performance, ecological civilization construction in our country is still at an early stage, and faced with various challenges, such as rapid development of urbanization, gradually increased pollution reduction pressure, poor ecological environment productivity, imperfect management system, insufficient support of engineering technology, and increasingly complex international situation. Ecological civilization construction needs to launch ecological civilization education, strengthen the comprehensive management of the environment, reasonably exploit and utilize resources, establish and improve the ecological civilization regime, strengthen the engineering technology innovation, and enhance international cooperation in the future work.

    From aspects of five-in-one principle (ecological construction, economic, political, cultural and social), this paper systematically analyzes the constraint factors and institutional reform tasks to boost governance capacity for ecological civilization construction. This study discusses the connotation, goal and framework of governance capacity building, and summarizes the status quo and constraint factors from aspects of rule of law, regime and mechanism. Aiming at these problems, this study also puts forward the core tasks in aspects of legal construction, institutional reform, government management, market operation, public engagement, and cultural guidance.

    The research analyzes the strategy making and changing of science and technology development for ecological civilization abroad, and summarizes their experiences to provide us the reference. Analysis shows that the technical innovation is the core driving force, establishing and improving the scientific and technological innovation mechanism and system is the important content and support for the construction of ecological civilization. The construction of ecological civilization in China should pay more attention to science and technology development strategy, which is centered on the land and space development and the allocation of resources, production and living consumption field, ecological protection and construction, and environmental protection. Aiming at the core problem in the important field of low carbon technology, green economy, ecological restoration and environmental control technology, strengthening science and technology strategic layout is also critical.

    Since the 1960s, facing to a serious threat of environmental pollution, ecological destruction, survival crisis, the Western countries has carried out a long-lasting work, such as the legal system establishment for ecological protection, environmental and economic policy setting up, the low-carbon green circular economy mode founding, ecological protection awareness training and industrial structure upgrading, etc., which have achieved remarkable progress. Since the middle and late 20th century, China has focused on the construction and protection of ecological environment. In the 18th National Congress of the Communist Party of China, ecological civilization construction has been brought into the “Five in One” overall plan of socialist construction with Chinese characteristics. Since then, the ecological civilization has risen from the academic level to the government’s policy agenda and national philosophy. In further promoting of ecological civilization construction, the following points should be important, which are to learn the ideological essence from ancient ecology, to comprehensively promote the institutional mechanism reform, to strengthen enforcement of the ecological and environmental protection law, to actively found the complex capital for ecological civilization construction, to vigorously promote industrial structure adjustment and upgrading, and to attach great importance to the people’s ecological civilization quality education.
