On the 2κ-th Power Mean of One Kind Character Sums Modulo an Odd Prime

Abstract

This paper focuses on investigating the calculating problem of one kind 2κ-th power mean of the character sums modulo an odd prime, by employing the elementary method and the properties of the classical Gauss sums, we establish an exact calculating formula for this mean value.
