From May 16 to 17, 2015, the 2015 International Summit Forum on Engineering Science and Technology Development Strategy, “Major Complex Engineering Management and the Engineering Management Body of Knowledge”, the 205th China Engineering Science and Technology Forum, “Green City Construction and Pollution Control” and the 9th China Engineering Management Forum were held in Guangzhou. The Forums were hosted by the Chinese Academy of Engineering (CAE) and the People’s Government of Guangzhou (PGG), and organized by the Division of Engineering Management (DEM) of the CAE, the Department of Management Sciences of the National Natural Sciences Foundation, three departments of PGG and Central South University.
More than 500 people from a variety of fields attended the Forums. They were: the CAE leaders and the PGG leaders; 26 CAE members; 8 well-known engineering management experts from America, Britain and Belgium; representatives from universities and colleges, research institutions, engineering enterprises; representatives from departments of Guangdong Province, Guangzhou City, and precincts around; and workers from local news media.
Professor Yu-pu Wang, the CAE member and vice president and Doctor Jian-hua Chen, the PGG Mayor worked as the Chairmen, and Professor Yong-fu Sun, the CAE member and director of the DEM of the CAE, Professor Ji-shan He, the CAE member, and Doctor David A. Wyrick, the Associate Executive Director of the American Society for Engineering Management worked as the vice Chairmen of the Forums.
Professor Yong-fu Sun chaired the opening ceremony of the Forums on the morning of May 16. Professor Ji Zhou, the CAE president, Doctor Jian-hua Chen and Doctor David A. Wyrick made welcome or congratulatory addresses. In his address, Professor Zhou pointed out that the historic confluence between the new round scientific revolution and industrial revolution and the accelerating change of the economic development mode of China had become both a challenge and an opportunity to China’s modernization. He said that engineering management was of great importance under this new situation, and, as a result, it was more and more urgent and necessary to gather outstanding engineering technologies and management achievements from different countries, regions and civilizations to serve the common cause of human development and progress. While to the Chinese community of engineering management, it was both an important opportunity to influence the world and a new challenge to advance in the cross-cultural context. He believed that the Forums would contribute much to the response to the actual challenges of the green low-carbon demands, the construction of a more complete subjective knowledge system and the advancement of in-depth international cooperation. Doctor Jian-hua Chen said in his address that Guangzhou had positively accommodated itself to the “new normal state” of economic development by accelerating the construction of the international shipping center and logistics center, trade center and the modern financial service system, and that the issues to be discussed in the sessions of the Forums were exactly those of great importance to the development of Guangzhou and the discussions would certainly bring new ideas and thoughts of development to Guangzhou. Doctor David A. Wyrick said that the world in the future would have a lot of challenges in fields like energy, resource, product safety, transportation, information and so on, all of which demand engineers to play a key role. He looked forward to cooperation with engineering management experts of China to put forward better solutions for sustainable development from a broader vision. The ceremony presented the retrospective video of the 9 years of China Engineering Management Forum. China Engineering Management Forum, started in Guangzhou in 2007, had gained deep understanding from the people working in the broad filed of engineering management of China, and had become an important platform for academic exchange in the field of engineering management both of China and the world. The 9-year retrospective video summarized the experiences of the Forum, and increased integrity of the various sectors of relevance to better continue the Forum under the new situation and to multiply its influences.
After the opening ceremony, the International Summit Forum on Engineering Science and Technology Development Strategy, “Major Complex Engineering Management and the Engineering Management Body of Knowledge”, was held. 14 speakers, all well-known exports from home and abroad, including Professor Gao-feng Zhu, the CAE member and Professor Bin-shi Xu, the CAE member, gave wonderful key-note speeches. Some of the speakers made reflective reviews of engineering management in major complex projects in China, covering application of theories, methods and tools of engineering management, and showing much of innovative spirit and much of awareness of advancing with the times. Some talked about and around the construction and development of the engineering management body of knowledge and system of theory, stirring much echo from the Chinese and foreign attendees on the knowledge system of engineering management and the understanding of engineering management. There were speakers talking about the innovative practice of the specific construction projects, showing fresh cases of engineering management, and putting forward theoretical reflections. There were also speakers discussing the disciplinary development of engineering management, professional development of engineering managers, and engineering management education or training programs, putting forward valuable suggestions.
In the morning of May 17, the 205th China Engineering Science and Technology Forum, “Green City Construction and Pollution Control”, and the parallel sessions of the 9th China Engineering Management Forum on such themes as “New Urbanization and the Construction of Ecological Civilization”, “Urban Green Ecological Infrastructure Construction and Urban Pollution Prevention and Control Engineering”, “Major and Complex Projects Management” and “Engineering Management Theory and Talents Training”, were held. 29 speakers gave their speeches. The plenary session and the closing ceremony were held in the afternoon, and Professor Zhi-huan Fu, the CAE member, Professor Ji-shan He, and 7 other CAE members and experts gave their speeches. The speakers pointed out that it was one of the constant challenges to improve the green area and low-carbon rate of the projects, and it was also the primary mission to innovate and promote the green, low-carbon and sustainable engineering management theory, and to optimize the future engineering management in practice. The speakers not only presented profound theoretical achievements, but also demonstrated vivid practical reviews and reflections, which included the latest development of the engineering management theory and broadened the vision of the attendees.
At the closing ceremony, the representatives at the meeting came to an agreement and formulated the Guangzhou Consensus of the 9th China Engineering Management Forum, which put forward some urgent problems to be solved in the field of engineering management and measures to solve them as well.
Between or beside the Forums, a number of other activities were undertaken, some of which attracted 39 members from different divisions of the CAE and the Chinese Academy of Sciences.
On May 15, before the Forums, some CAE members conducted a special analytical investigation about the construction of Guangzhou city and its scientific and technological infrastructures, and attended the consultancy meeting for innovation-driven development strategy for Guangzhou. After the consultancy meeting, the CAE and the PGG formulated a strategic cooperation agreement. Guangzhou Engineering Science-Technology Exhibition was held during the Forums.
On May 17, a special seminar was held on the elevation and promotion of Frontiers of Engineering Management. 8 foreign scholars and some of the CAE members spoke on such issues as submission procedure, peer review, and international cooperation; and the talks were all meaningful for multiplication of the international influences of the journal.
From May 18 to 19, 12 CAE members including Professor Yong-fu Sun and Professor Rui-yu Yin and some of the other attendees at the Forums took part in the 7th National Engineering Philosophy Seminar held in Sun Yat-Sen University. The seminar is sponsored by the Engineering Philosophy Committee of the Chinese Society for Dialectics of Nature and the Academic Division Bureau of the CAE and organized by Sun Yat-Sen University. Professor Qi-di Wu, the president of the Chinese Society for Dialectics of Nature, Jun Luo, the president of Sun Yat-Sen University and the CAS member attended the seminar.
In the afternoon of May 18, the Major Consultation Program Launching Meeting, on “Engineering Methodology”, was held.
Under the think tank guidelines of the CAE, resources of different divisions were integrated for counseling studies, technological services and engineering education promotion, which improved the Forums and expanded their influences.
