    The new dual circulation development pattern is not only a far-sighted strategy based on current economic development, but is also grounded in economic theories (such as theory of economic development of large countries, economic growth theory, international trade theory, new economic geography theory, and Marxist political economics theory). Among them, Marxist political economy is the keystone theory as the domestic circulation reflects Marx’s theories of capital turnover and social reproduction, the international circulation involves the theories of spatial production and world market put forward in the book Capital, and the “dual circulation” theory, which combines both, shows Marx’s theory of the organic composition of capital. The proposal of “dual circulation” mechanism is an innovative proposition in the theoretical study of socialist political economy with Chinese characteristics. The important practical innovation of building the new pattern of development will open a new chapter of socialist development with Chinese characteristics in the new era, the reasons for which are as follows: Scientific understanding of the historical orientation of the new development stage is the foundation for building a new pattern of development, with the domestic circulation leading the international one, and realizing the combination and coordination of efficient market and effective government as the policy base for its smooth implementation. The main means to build the new pattern of development is to deepen reform and expand opening-up.

    Innovation is the driver and accelerator for high-quality economic development and the transformation and upgrading of enterprises. At present, the world is undergoing significant changes unseen over the last century. Faced with the new world economic pattern and the new international relations in the postpandemic era, China should systematically clarify the prominent problems with the current scientific and technological (S&T) system, and establish new technological innovation strategies in the new era and new economic landscape, which are of great significance. Especially in the context of the new pattern of development, it is greatly highlighted how to systematically lower over-dependence on core technologies and resolve bottleneck problems with core technology arising from excessive attention to the international economic flows. Based on the medium- and long-term strategic background of the current new pattern of development, this paper explores the prominent problems of the S&T innovation system under the background of the new pattern of development from the perspectives of innovation policy system, regional innovation system, and enterprise innovation mode. Meanwhile, the paper believes that the innovation guidance system under the new pattern of development needs to be realized based on the guidance of the new innovation strategy of “opening thinking based on bottom lines and comprehensive indigenous innovation,” and also the three leading paths of holistic innovation guided by the new pattern of the whole national institutional system, the future industry, and the world-class enterprises. Only in this way can China become a power in terms of S&T innovation in the world.

    It is an important component of national security, and also a required driver for coordinating development and security and building a new pattern of development to maintain the security and stability of and enhance the independent controllability of industrial and supply chains. According to the principles of taking enterprises as the mainstay, coordinating points and chains, combining advantages and disadvantages, adopting classified policies, and linking internal and external chains, the three industrial chains should be planned as a whole for the purpose of their coordinated and efficient operation, so as to solidly enhance, supplement, optimize, and consolidate industrial and supply chains, enhance support to the core links of industrial chains, exploit preponderant and advantageous links, accelerate the incubation of leading and hidden champion enterprises in the industrial ecology, promote the coordination between central and local governments, optimize the policy support system for the modernization of industrial chains, deepen international cooperation among industrial chains, expedite the construction of independent, controllable, safe, and efficient industrial and supply chains, and significantly improve the stability, international competitiveness, and modernization of China’s industrial and supply chains.

    It is well known that a lot of studies have been conducted on the modernization of industrial and supply chains. However, scholars have not reached a consensus on the definition and dynamic mechanism of the improvement of the modernization level of industrial and supply chains yet. This paper clarifies the constituent factors of industrial and supply chains and defines the connotation of improvement of the modernization level of industrial and supply chains from the perspective of constituent subjects and structure according to the characteristics and requirements of the new era. Then, the paper proposes improving the modernization level of industrial and supply chains aiming to make it more adaptable to the requirements of Chinese development in a new stage, the increasing instability and uncertainty in the international environment, and a new round of technological change. To this end, the improvement of the modernization level of industrial and supply chains should embrace the further enhancement of the following dimensions: innovation capability, added value, sustainability, digitalization, safety and reliability, fairness, and smooth coordination. Based on the analysis of the upgrade types of the existing industrial and supply chains, this paper distinguishes the factors driving the improvement of the modernization level of industrial and supply chains from a basic level. It proposes four basic dynamic mechanisms, namely, final demand, factor supply, regional industrial cluster, and integration into the global industrial division system. Finally, the paper analyzes the working way of the four dynamic mechanisms and the main constraints they face, and based on this, put forward a path to break through the constraints.

    Scientific and technological (S&T) innovation and industrial structure upgrading have become two strategies to achieve high-quality economic development under the new pattern of development in China. Exploring the mechanism through which the former two affect the latter is of great significance to realize high-quality economic development and socialist modernization. Based on panel data of 30 provinces (municipalities, autonomous regions) from 2008 to 2017, this paper adopts the simultaneous equation model to empirically investigate the effect of S&T innovation and industrial structure upgrading on high-quality economic development. The study reveals that S&T innovation can significantly promote industrial structure upgrading and high-quality economic development, while industrial structure upgrading imposes a significantly negative effect on high-quality economic development. However, S&T innovation can offset such a negative effect and promote high-quality development indirectly. S&T innovation influences high-quality development in a dual path. To be specific, the former produces both a direct influence on the latter, but also an indirect influence through industrial structure upgrading.

    This paper examines the impact of digital economy on the output of urban green innovation and its working mechanisms from the perspective of green technological innovation and on the basis of Chinese cities’ panel data. The empirical study indicates that the digital economy effectively improves the output of urban green innovation in a way that is inclusive to medium and small cities and more effective in areas with a more market-oriented structure. Digital economy improves urban green innovation by promoting economic agglomeration and optimizing regional financial structure, to contribute to green technology’s spillover effect and provide a favorable financial environment for green innovation. Further analysis has found that green innovation arising from the development of digital economy effectively reduces pollution and emission. The conclusions provide meso-level empirical evidence for a profound understanding of digital economy’s impact on green innovation as well as theoretical guidance and policy recommendations for speeding up green transformation in the new context of development.
