To the question about the basis of application of medical care groups used in various humanitarian stocks
Humanitarian actions, peacekeeping operations and other new forms of employment of the Armed Forces of the Russian Federation require the mandatory participation of the forces and means of the medical service.
AIM: to study the basics of the use of medical assistance groups in humanitarian operations outside the Russian Federation.
RESULTS: As a result of the study, scientifically grounded developments are presented on the preparation and use of medical aid groups for medical support of humanitarian operations, by the forces of non-staff formations of medical organizations of the Ministry of Defense of the Russian Federation in the zone of natural disasters and catastrophes, which are essential for determining the basis of training in the use of medical aid groups during humanitarian operations.
The concept of organizing emergency medical care is based on a two-stage system of medical and evacuation measures: the provision of medical care in the lesion focus and the subsequent immediate evacuation of victims to the nearest medical organizations of a stationary type.
To solve problems in the course of humanitarian operations, the Disaster Medicine Service of the Russian Ministry of Defense is represented at all levels by detachments and special groups (at the federal level; at the regional and territorial levels (at the level of the district, the branch of the Armed Forces, the fleet); at the local level (at the garrison level).
The main formation of the Disaster Medicine Service of the Russian Ministry of Defense, which ensures the provision of qualified and specialized medical care in emergencies, is, of course, a special purpose medical unit.
CONCLUSION: the most acceptable way to provide timely specialized medical care is the fastest sparing evacuation of victims to specialized medical organizations deployed outside the zone of natural disasters and catastrophes (1 figure, 1 table, bibliography: 7 refs).
