The widespread deployment of new forms of mass health-improving and preventive work in industry in accordance with the main tasks of public health at this stage (the fight to reduce the incidence and the fight to increase labor productivity) required special accounting and verification of the effectiveness of all health-improving measures taken and carried out "(Resolution of the Board of the NKZ RSFSR from 20 / VI-1931).
