    In the phase of new technological revolution and industrial transformation worldwide, the integrative development of the Internet in technology and industry as well as its application in the economic society of various fields has a broad development prospect and unlimited potential; this has become the inexorable trend of the era and is generating strategic and overall impact on the national economic, and social development. This study, beginning from the current development situation, analyzes the problems of “Internet Plus” development in technology and industry as well as its application and cross-border integration. This study introduces the connotation of “Internet Plus”, its system architecture and technical system, and then provides recommendations for the implementation of China’s “Internet Plus” action plan for achieving goals, completing key tasks, providing strategic support and guarantee, etc.

    Integration of the Internet with various industries has currently become an inevitable trend. The Chinese government has thus promoted positive strategic innovation through rapid global implementation of the “Internet Plus” strategy. This study analyzes the transmission mechanism of “Internet Plus” for economic growth and structural transformation through the construction of a theoretical model. Based on the current progress of “Internet Plus” in China, this study aims at listing and classifying the evaluation index of “Internet Plus” for formulating a valid evaluation system. The proposed system can be applied for assessing the efficiency of resource inputs, the level of application integration, and the extent of collaborative innovation. Furthermore, the proposed study can help evaluate and thereby demonstrate the development trends of the manufacturing intelligence of “Internet Plus”.

    The fusion of the manufacturing industry, next-generation Internet, and information technologies is catalyzing the development of industrial Internet. The importance of developing the industry Internet platform (IIP) is recognized not only by leading international manufacturers, but also by people involved in framing China’s manufacturing strategies. In this paper, the development trends of IIP are elaborated and the challenges in building the client-ecosphere, developer-ecosphere, as well as the data-ecosphere of IIP are analyzed. Furthermore, the technical challenges of IIP in modeling and analyzing industry big data system and industry data are discussed in depth.

    Edge computing is an emerging technology that reduces transmission delays and bandwidth consumption by placing computing, storage, bandwidth, applications, and other resources on the edge of the network. Moreover, application developers and content providers can provide perceptible services based on real-time network information. Mobile terminals, Internet of things, and other devices provide the necessary front-end support for computing sensitive applications, such as image recognition and network games, to share the cloud work load with the processing capability of edge computing. This paper discusses the concept of edge computing, key problems that require solutions, main advances in edge computing, influence of edge computing developments, and opportunities and development countermeasures of edge calculation.

    Blockchain, as the backbone of the future “Internet of Value” model, is considered to have the potential to significantly alter the current state of the economy and society. This paper explains the state-of-the-art development in blockchain technologies (e.g. blockchain architecture, consensus algorithm, privacy preserving, smart contract, and chain interoperability) and its applications, especially considering the technological challenges encountered when blockchain is widely applied in different domains. Furthermore, respectively from the perspective of technology, talent and supervision, we propose suggestions that could facilitate the further development of blockchain in China.

    In the current highly competitive market environment, a critical success factor for enterprises is the ability to rapidly respond to customer requirements (CRs). This paper proposes a novel method for rapid response to CRs in product optimization design via fuzzy clustering and conjoint analysis-quality function deployment (CA-QFD).The proposed approach has two key characteristics. The first is classifying original complex CR data as a standard CR dataset by fuzzy clustering method. The second is the new CA-QFD transformation method integrating conjoint analysis and traditional QFD, which can accurately transform CRs into product design attributes. Finally, an example for product optimization design by forging a machine’s main hydraulic cylinder is carried out to demonstrate the validity of the proposed method.

    The demand for product recovery performance has been gradually improved with the environmental protection awareness. Based on the traditional modular design method, this paper integrates the active recovery products modular design idea, puts forward the active recovery products modularization criteria and takes the active recovery, internal polymerization degree and external coupling degree as the optimization target to divide modules. In the algorithm section, this paper proposes the clonal multi-objective optimization algorithm. It is based on mutation operation and optimized by removing more crowded antibodies. Finally, we apply the method to the internal combustion engine and compare the method with the unoptimized algorithm.The conclusion proves the superiority of the improved immune algorithm.

    “Internet Plus” provides new ways and means for agricultural and rural modernization, and is an important starting point of and foothold in the development of modern agriculture in China. Summarizing the domestic and foreign “Internet Plus” modern agricultural development policies and industrial strategic landscapes, this paper analyzes the application status of various technologies. These include the “Internet Plus” modern agriculture embodied large-scale networked application of agriculture in large farms in the United States; integrated agricultural information and intelligent technologies applied to smart precision agricultural equipment in Germany; fine-scale production of smart agricultural machinery in Japan; and high-speed broadband network based, high-efficiency eco-agriculture in Australia. Additionally, this paper analyzes domestic applications such as field planting, facility agriculture, aquaculture, livestock and poultry breeding, and seed industry in China and highlights the development trend of “Internet Plus” modern agriculture in bioinformatics, artificial intelligence, plant protection of drones, and the development and application of smart connected products.

    Tracing the quality and safety of agricultural products by marking them with relevant information at each stage is an important means of identifying the responsibility of agricultural product supervision and management from production to market. The construction of a system to trace the quality and safety of agricultural products is of great significance for ensuring food safety from farmland to table and for promoting agricultural modernization in the country. This paper first summarizes the history, successful experience, and learning of the developed countries and regions in the world, such as the European Union and the United States, on the construction of traceability systems for agricultural product quality and safety. Next, the development of the Chinese agricultural products traceability system since 2000 is analyzed in detail from four aspects, i.e., laws and regulations, standards and codes, information systems & platforms, and key technologies. Finally, based on international development trends and the relevant national planning and requirements of the Chinese central government, this paper highlights four key objectives and three policy recommendations for the future development of China’s agricultural product quality and safety traceability system.

    In recent years, consumers have expressed higher requirements on the source and quality of agricultural products; purchased agricultural products need more traceability and their nutritional value characteristics need to be understood. Taking the production of wolfberry in Zhongning County as an example, the authors use a series of techniques and methods in spatial analysis, data grid, cloud computing, and mobile Internet to implement across the three dimensions of width, depth, and accuracy of the food traceability system. Leveraging and improving on the key technologies of localization and map display, data grid, early warning service and push notifications, two-dimensional code association, and back-tracing, the authors form a quality and safety traceability system of agricultural products that covers the entire process of agricultural production. Through the process of system construction and application demonstration, the system is generally shown to meet the crop quality needs of producers, managers, and consumers. In future, this system may be expanded to the quality and safety traceability business of all agricultural products. Additionally, further study can facilitate the establishment of a unified traceability standard at the national level.

    Energy big data, as a significant part of “Internet Plus” smart energy, plays a critical role in promoting the energy revolution of China, facilitating the country’s energy structure transformation, and stimulating innovative development of energy industries. In the context of “Internet Plus” smart energy, the basic framework and the key features of energy big data are discussed initially in this paper, followed by a discussion on the major applications of energy big data in energy industries. This paper also reveals some dominant obstacles to energy big data development based on the status quo of energy big data in China. Finally, several suggestions are proposed for energy big data development to overcome these obstacles, with the intent of advancing the construction of energy big data and application of “Internet Plus” smart energy in China.

    On the basis of Internet technology and thinking, a new trend in energy system development has emerged that promotes the deep integration of energy and information in order to construct an open and shared energy system and ecosystem, with mutual complementation and optimization between multiple energies and the interactive supply and demand relationship. Against the back of the development of Internet technology, this paper expounds the drivers of the fusion between the Internet and the energdrop system. Then, the basic morphology of the fusion of the Internet and the energy system is described. Moreover, a three-level progressive thinking for the trend of fusion morphology, i.e., from smart energy systems to transparent ones, and then to a intelligent one, is put forward. Finally, the key technologies for the fusion between the Internet and the energy system are proposed.

    The integration, open accessing of healthcare data, and the use of artificial intelligence to organize and analyze fragmented medical information can improve medical and health services, promote the level of rational government decision-making, and reduce the inequality in the allocation of medical and health resources. This paper summarizes the current status of technologies and applications of artificial intelligence in the field of medical information semantic fusion and in the field of image analysis, and analyzes current problems and challenges. The first is the standardized representation and structural integration of medical information to merge national and widely-used clinical terminologies, which is key to realizing auxiliary diagnosis based on ‘big data’ artificial intelligent. The second is the use of massive medical knowledge to construct an intelligent diagnosis and treatment model with the ability to combine multimodal data analysis and structured knowledge reasoning. Thus, we propose a national-level healthcare open data cloud platform that can help open up new data markets, improve the integration of healthcare data, and provide the new service of knowledge discovery and services. We also suggest to establish some basic industry standards for medical and health information, to strengthen the research and development of domestic medical devices, to promote the development of intelligent medical devices and smart wearable devices, and to guide the industry to open up new markets on the combination of artificial intelligence and medical devices.

    China has become an aging society faced with difficult challenges. However, the country’s endowment system is still in the infant stage, and the pension problem has become one of the major problems that need to be solved promptly. Based on China’s national policies, this paper proposes a “Medical-and-Care Wisdom Linkage” pension system with a large hospital for diagnosis and treatment as the centerpiece. This system can connect institutional pension models, community pension models, and family pension models by means of the Internet. At the same time, the system uses new cloud-based artificial intelligence for diagnosis and rehabilitation. Related practice has proven that using the Internet, advanced artificial intelligence, and other effective comprehensive treatment technologies to solve the current problems of China?s pension industry has important research value. These are also very promising efforts that are in line with national development strategies and relevant policies.

    With the rapid development of the Internet, an increasing number of new industries such as “Internet Plus” intelligent transportation and unmanned systems based on location-based services have been gradually developed. The development of these industries requires the support of high precision location data, which the 5 m accuracy of traditional navigation maps cannot provide. To overcome the drawbacks of traditional maps, high precision road navigation maps have been proposed. High precision road navigation maps can provide more detailed road information and are thus able to more accurately reflect the real situation of roads. Compared to traditional maps, high precision road navigation maps possess three advantages. First, they include additional map layers. Second, the content of the layers is finer. Third, a new map structure is divided. However, the rich information content of high precision maps leads to the generation of huge amounts of data. Traditional centralized big data processing modes are unable to meet the computing needs required for processing such huge amounts of data. Therefore, in this paper, we propose a big data processing model involving “crowdsourcing+ edge computing” to address the problem of high precision map calculation. At present, high precision road navigation maps have kicked into a high gear. Nevertheless, certain problems persist that need to be addressed during the process of development.

    The development of transportation engineering is performed with a focus on the coupling between human, vehicles, and roads to improve the level of efficiency, safety, and environmental friendliness. Technologies associated with the cooperative vehicle infrastructure system (CVIS), which is based on the concepts of intelligent vehicles and V2V and V2I communication, will cause the transportation system configuration to gradually change from human-vehicle-road coordination to vehicle-infrastructure cooperation, thereby greatly improving traffic efficiency and safety. Under the CVIS environment, conventional human factors affecting traffic have less influence, and the coupling of human-vehicle-road is enhanced; thus, the systems can be controlled and evaluated effectively, and the randomness in traffic systems can be reduced. The processes of perception, decision-making, and control are performed by robots instead of humans, and this could lead to numerous changes and challenges to the theory of transportation. This paper discusses the influence of CVIS on transportation engineering, and the associated scientific issues.

    With the development of information technology and “Big data”, the “Internet Plus” smart environmental protection era has arrived. As sources of all environmental data, research and development of multi perception system for “Internet Plus” smart environmental protection is particularly important. China is now faced with some of the world’s most severe and complex environmental problems. Based on China’s present environmental issues as well as those abroad, we analyze the demands of stereoscopic monitoring technology, rapid environmental monitoring technology, and online monitoring platforms applied to multi perception system. Considering China’s environmental monitoring system gap, we determine key innovative technical features and development trends of multi perception system. By investigating the technical requirements and bottlenecks involved in atmospheric monitoring, water monitoring, and soil monitoring, we present potential targets, ideas, and suggestions for the development of multi perception system for “Internet Plus” smart environmental protection applicable to China.

    “Big data” “Internet Plus,” and information technology have become important means to promote environmental governance systems and governance capacity modernization. An objective requirement of the development of China’s environmental information and rational choice is to further promote “Internet Plus” smart environmental protection construction. However, China has not yet formed a suitable “Internet Plus” smart environmental protection assessment index system with which the environmental information construction investment (cost) and production efficiency (output and benefit) could be evaluated by an objective, fair, and accurate method. Based on the analysis of the overall structure and the target of “Internet Plus” smart environmental protection, following the principles of representativeness, independence, comprehensibility, collectability, and extensibility, using the method of factor analysis, literature research, and expert consultation, an assessment index system including four dimensions, 14 factors, and 64 indexes were formed. The introduction of the assessment index system should be of great significance in the guidance of the orderly development of “Internet Plus” smart environmental protection construction and in the promotion of the development of environmental protection information.
