  • The Research Group for the Manufacturing Power Strategy
    2015, 17(7): 1-6.
    The joint major consulting project “Manufacturing power strategy research” by the Chinese Academy of Engineering (CAE) and the Ministry of Industry and Information Technology began in 2013. The manufacturing development problems of machinery, aerospace, aviation, railway traffic, ship, automobile, power equipment, information electronics, metallurgy, chemical, textile, home appliance, instrument, and so on a total of 13 areas were researched. The present status, opportunities and challenges on manufacturing industry in China were analyzed. The reason why manufacturing industry in China is huge but not strong was summarized. Meanwhile, the ideas and targets of manufacturing power engineering science and technology strategy were put forward. The study built up an index system for manufacturing nations and forecasted the development trend of the manufacturing industry in China. Finally, the project proposed for guiding principles and strategic countermeasures transform manufacturing. According to the research team, China should become a manufacturing power by 2025, reach a medium level among the world’s best manufacturers by 2035, and rank near the top of the league table by 2045. The project provided scientific decision-making support for “Made in China 2025”.
  • The Research Group of Research on Manufacturing Power Evaluation System

    “The main index of manufacturing power” is one task in a major consulting project called “manufacturing power strategy” in the Chinese Academy of Engineering , started in January 2013. The research group has held several seminars on the index system construction, the manufacturing power index evaluation, strategic paths. Based on the comprehensive study on the abroad index system and on the paths of the industrialized countries from weak to powerful, the research has analyzed the present situation of China Manufacturing in details, has proposed contents and features of manufacturing power, has constructed manufacturing power evaluation system, and has predicted the progress of manufacturing power in China. Combined with the results of the index system construction and evaluation, the research has also proposed strategic path to promote manufacturing power.
  • The Research Group for Innovation-Driven Development Strategy on Manufacturing Industry

    Manufacturing industry is the key carrier of the technological innovation. The technological innovation is the key force for the development of manufacturing industry. The manufacturing industry in China has experienced the fast development since reform and opening up, but in general, the industry appears to be “large but not strong”. The research utilizes a scientific analysis to detect environments the development of manufacturing in China facing to and capabilities of the innovation. It is critical to persist the principle of “independent innovation, intelligence leaded, green development, and breakthrough in key areas” to realize the innovation-driven development of China Manufacturing. The core of the developments must be to improve the capability of independent innovation, and the main path is to develop the manufacturing digitalized, networked, and intelligentialized. It is important to develop green manufacturing with energy efficiency increased and friendly relationship with environments. Firstly, breakthroughs in key products in the key fields and key manufacturing technology can be realized, and the transformation and upgrading of manufacturing industry can be realized. Finally, we will realized the historic leap of China Manufacturing from high capacity to high capability.
  • The Research Group for Manufacturing Quality Power Strategy

    The meaning to implement the Manufacturing Quality Power Strategy was systematically discussed in this research, and the present situation of manufacturing quality development in our country was analyzed. Based on the national conditions in China, the research has proposed the strategic goals, strategic tasks, countermeasures and policy recommendations by 2025 by analyzing the experiences of the major industrial countries.
  • The Research Group for Servitization Development Strategy on Manufacturing

    Manufacturing industry in our country is on the key stage of strategic transformation. Servitization is one of the most important development strategies of manufacturing in China, which includes developing service-oriented manufacturing and developing the manufacture-related service industry. To 2025, in order to make a manufacturing power, China should build the global service-oriented manufacturing base and global manufacturing service outsourcing center. At the same time, the service-oriented manufacturing and manufacture-related service industry will be integrated to a powerful modern service-oriented manufacturing industries.
  • The Research Group for Strategic Study on Green Development Engineering for Industry
    2015, 17(7): 32-36.
    The green development problems of steel industry, nonferrous metal industry, petrochemical industry, chemical industry, construction material industry, papermaking industry, and related industrial general machines and some high energy consumption equipment have been researched. The connotations and relationships among green development, recycling development and low-carbon development are discussed. And the present status, challenges and important influences on the green development of the six major process industries and industrial equipment were analyzed. Meanwhile, the break points (peak values) of total energy consumption and total pollutant emissions of the six major process manufacturing industries are analyzed. Then, strategy solutions and targets of green development engineering for industry are put forward. However, it should be emphasized that process manufacturing industry should be integrated into the circular economy based on function expansion. Finally, some leading engineering projects and corresponding demonstration projects and a series of key technologies are put forward.
  • The Research Group for Reform of the System and Policy Adjustment on Chinese Manufacturing Industry

    The Chinese manufacturing industry development have made remarkable achievements. Now it is on the key stage facing transformation, upgrading and special opportunity. However, there are structural and institutional obstacles and imperfect policies, adverse to the transformation from big to powerful manufacturing industry, so it is urgent to conduct the system and mechanism reform and policy adjustment. The reform of the system of manufacturing industry should take the new industrialization as the lead, persist the market direction, and release the activity of labor, knowledge, technology, management and capital of the manufacturing field. Learning the experience and enlightenment from the developed counties, the whole policy system, including the market competition, fiscal, financial and tax, innovation, talent, small and medium-sized enterprises, and opening to the outside world policies, should be further improved, in order to create a good market environment and institutional environment for the development of manufacturing industry.

    Since the reform and opening-up was carried out in 1978, a comprehensive and competitive modern industrial system has been set up in China, which plays a vital role in the world. Persisting in reform and opening-up, keeping the social and economic environments stable, building the comprehensive public infrastructure, encouraging the initiative of the local governments, and strengthen the innovation and technology progress contribute a lot to the achievements of manufacturing in China. Meanwhile, there are still some obstacles to restricting the transformation and upgrading of manufacturing from institution, mechanism, and policies in China.

    To implement the strategy of manufacturing power, China is urgent to adjust current industrial policy to give priority to functional industry policy to construct the policy system. In the policy system, market occupies a dominant position, and the role of government is to make the market fully playing the decisive role through improving market functions, expanding market scope and making up for the inadequacy of the market in public domain. Implementing the strategy of manufacturing power, the government needs to play a positive role in the key areas including deepening the reform and strengthening the innovation system of manufacturing technology.

    Process industries such as steel and petrochemical engineering are the pillar industry of national economy, which are the foundation to achieve “manufacturing prower” and the top 10 development areas of “Made in China 2025.” So far, the disharmony of equipment and process engineering in process industries results in the outstanding problems in safety and economic operation, such as high energy consumption and high failure rates of equipments. In this paper, the reasons are analyzed in design and construction, business management, government orientation and talent cultivation. Development strategies are put forward for greenization, intelligentization and remanufacture in service of equipments in process industries. Some strategies and policy proposals are also put forward for greening design and manufacture, intelligentized supervisory control of health and energy efficiency for equipment, and remanufacture in service.

    The lack of brands is one significant sign of Chinese-made goods known as large but not strong, and it is an important reason that Chinese products are very difficult to enter the international high-end market. The change from “Chinese products”to “Chinese brand”is an inevitable way for transformation and upgrading of China Manufacturing. Through a variety of research methods including literature reviews, expert interviews, surveys, case studies, etc., this paper describes the overall situation and problems of Chinese brand development and analyzes the causes from the perspectives of macro factors, business factors, product/service quality factors and the medium factors. According to the different roles played by the government and the enterprises in Chinese manufacturing brand development, this paper brings out strategic suggestions, respectively.

    The main obstacle restricting manufacturing industry in China from being stronger is such not good enough products’ quality. One of the main issues that cause the low product quality is its relatively low reliability. Thus, based on the analysis on the mechanism of product reliability, we claim that reliability design should be incorporated at the very beginning of product design. In order to improve the efficiency of product design and to release the new products to the market more quickly, we propose a framework of coordinated reliability design supported by the information technology to gain the competitive advantages.

    The article has established an index system for manufacturing quality power, covering three dimensions: quality safety, quality development and quality infrastructure, and including 11 indicators. In the empirical study, we compared the product quality among China and several other countries, and analyzed the trend of the quality development of the products made in China. It indicated that after a rapid growth, the quality improvement of the products made in China become slower due to the global financial crisis. Although the quality of the products made in China had competitive advantages compared with the products made in emerging manufacturing countries, there was a lag of the product safety compared with the developed countries.

    By comparing and referring the experiences how the four major core elements (first-class indexes) improved manufacturing industry in industrial developed countries. This article analyzed the gap between China and other countries, explored the common regularities how to realize manufacturing power, and estimated the speed and the target to be a strong country in manufacturing industry. This article proposed policy suggestions based on the analysis of 18 secondary-class indexes.

    Manufacturing plays a vital role in a country. This article explains the reality of China’s manufacturing industry which is “large but not strong”, refers to the domestic and foreign manufacturing industry evaluation system research experience, defined the connotation and characteristics of manufacturing power, established a comprehensive evaluation system which included 4 first-class indexes and 18 secondary-class indexes, and take this as the foundation. This article has carried on the preliminary analysis between China and several other countries.

    The organization of manufacture’s company and logistics involves duality relationship due to the economics definition. The relationship depends on three critical factors: ① the scale economy on the division of manufacture product; ② the scale economy on the division of manufacture technology; ③ the transaction cost on the manufacture logistics. When the manufacture technology makes progress and the manufacture logistics owns the scale economy and network economy, the manufacture logistics can achieve rapidity, low cost, punctuality and reliability, so that it is able to support the development strategy of the manufacture power in China. This article is started with the analysis of production organization for manufacturers and classifies them into two ideal production organizations of manufacture product division and manufacture technology division. It formulates programming models to demonstrate the duality between the manufacture company and manufacture logistics.

    The 17th CPC National Congress stressed that great efforts should be made to promote the integration of informatization and industrialization. The report of the 18th CPC National Congress supposed that efforts should be made to promote ‘the integration of information technology (IT) application and industrialization’ during its elaboration of the harmonious development of the harmonized development of industrialization, IT application, urbanization and agricultural modernization. Recently, the State Council has released “Made in China 2025” which puts forward in building an internationally competitive manufacturing industry. This paper analyzes the supporting role of the information service industry at all links of the value chain of the manufacturing industry from the perspective of integration of informatization and industrialization, and with the goal of development of first-class manufacturing industry in the world. It points that the weakness of information infrastructure and the lack of innovation awareness are the problems and challenges in the integration process through case studies and company surveys. Based on the results, it also gives the suggestion to develop manufacture-oriented information service industry.

    Based on the Hallak Product Quality model, we construct an empirical product quality model adopting unit value, distance between countries, income per capita. This research measures Chinese, Indian and Brazilian manufacturing quality of HS6 products that export to the U.S., from 2003 to 2013. And we put forward policy recommendations to improve China’s product quality upgrading ability in the international market.

    Since twenty-first century, most of the developed countries have realized the importance of advanced manufacturing. “Industrial Internet” from the U.S. and “Industrie 4.0” from Germany should be the best two strategies to develop advanced manufacturing. They have caused the transformation of product development, production mode, and the achievement of the production value, globally. In this critical moment, it is important to promote the integration of informatization and industrialization, to insist on innovation driven, to strengthen the intelligent manufacturing base, to consolidate the training of high skilled talents, and to strengthen international cooperation for consolidating and enhancing the global status of China manufacturing.
